 connectVI is the new federally recognized Broadband Office in the USVI.

Our mandate is to promote Digital Equity and Inclusion in the territory by delivering affordable, reliable, high-speed Internet access to every Virgin Islander through strategic partnerships.

Governor Bryan has appointed Stephan Adams as the Executive Director of connectVI and viNGN as the managing entity to execute the Biden-Harris Administration Internet for All initiative in the territory, part of the $65 billion Bipartisan Infrastructure law.

Thus far, $32 million has been appropriated that would be available to the USVI under two grants. The first is $25 million for Broadband Equity, Access, and Development. It would expand high-speed Internet infrastructure. The second is $7 million for Digital Equity Act. It would increase community high-speed Internet access and affordability.

Our strategy will dovetail with Governor Bryan’s Wi-Fi for All program funded through a $582 thousand CARES Act grant for distance learning and a $10.8 million ARPA grant to deploy Wi-Fi in support of telemedicine. Both programs have a secondary purpose of providing general community Wi-Fi. viNGN is actively deploying these hotspots with 63 installed and counting.
